Invest in Norway: Offshore wind

Source modified 3 Jun 2026·2 min read

From the public capture. Detailed factual notes from Business Norway. Statements and figures reflect the source at the time of capture.

  • The page says Norway aims to award areas for 30,000 MW of offshore wind by 2040 and applies decades of offshore-energy, subsea and maritime experience to the sector. Deep water makes floating turbines central: roughly 70% of the Norwegian continental shelf is too deep for bottom-fixed foundations. It presents floating wind as a major source of global growth after 2030.
  • Utsira Nord’s 2025 competition covers three floating-wind project areas of up to 500 MW each. Three developers are to receive seabed rights in 2026, based on cost realism, execution, innovation, sustainability and ripple effects; a 2028 price auction is planned, with up to NOK 35bn (page estimate: about USD 3.25bn) in aid for the winner. The first 1,500 MW phase at bottom-fixed Sørlige Nordsjø II was awarded in 2024. NVE identified 20 additional potential areas in 2023.
  • Other assets described include proximity to European energy markets, adaptable coastal ports, a supply-chain cluster of 400+ members (Norwegian Offshore Wind), METCentre’s floating-wind demonstration facilities, the National Competence Centre for Offshore Wind, and mostly renewable electricity. The page notes EEA alignment with relevant EU regulations and calls out coexistence with ocean users, grid planning and cost reduction as continuing policy work. Invest in Norway offers regulatory guidance, project and market-entry advice, introductions and site connections.
